Not all roads in Houston are the same, and not all of them are the city's responsibility to maintain. City streets fall under Houston Public Works. County roads are managed by Harris County Engineering. State highways are TxDOT's jurisdiction. Toll roads belong to HCTRA. Each agency has its own funding sources, project timelines, and processes for handling repairs. This guide explains who is responsible for which roads, how construction and maintenance projects get funded and scheduled, and how to report a pothole or road hazard on any type of road.
